Actually, combined with Reserve on the attack this is way better than A Game of Dice for 3+PH personalities. Currently without Concealed Reserves or Cavalry Escort there are only 6 personalities with 3PH and Reserve, but are Destined as well.

Advance Warning is better for taking provinces, but this is better for getting that enemy personality into ranged attack range. I'm not sure if I'd run it, personally, but I like the idea.
