Problem is that it has only 3F. With 8g attachment you would expect bigger province taking ability, especially when it's cavalry somehow designed to threat provinces. Elephants are better as attached to 4F Personality allow to take some provinces, while Legion of the Khan is designed rather for opposed battles.
