Open: Permanently give your target Personality Resilient. If you have fewer Provinces than each other player, permanently give him Conqueror and refill this Province face-up.

More like for military decks that go second, like Spider and Mantis.

Someone will (almost) always be down a province. Nothing wrong with a contingency plan.
