If you play ring of the void and a lot of discipline cards this card is arguably more affordable to play.
I like that it can stop cavalry escort sleaze cold in many instances.

It has possible applications in military decks, especially full dueling where you will have a lot of high focus values and a sensei that means duels do not cost you cards!
With this out, you can commit to an attack, and know that your opponent will have to commite harder than before the take a province back. A lot of IE military is swinging back and forth until one opposed battle.
Not saying it's an auto include by any means, and with deck space tight it probably won't make it into lists, but its a though. Also the wording does not just say "attacking enemy" so can even be used offensively to turn all your fv4s to move home units with <4 force you attack. Seems very versitile.

It gets better if you are running Discipline cards. I wouldn't mind discarding Way of the Crane with Progressive to send a 4F guy home, since I could just use its action immediately afterward (albeit with 3GC).
