Well, If a Phoenix player really really really wants to make a Magistrate deck, 7G to proclaim 4 isn't the worst thing in the world. Not when they don't have many better options (other than their already effective Honor deck).
Then again, would probably be better off using Suikihime Sensei to steal a bunch of dragons. a lot of them are shugenja to boot!

Suikihime only allows you to add one person of one clan. So there's no need to steal "a bunch" of Dragons - just one.
Besides, we only have 2 Shugenja Magistrates.
