Yes, the Amethyst Champion was in charge of distributing the wealth generated by the Crown (until the Crown was destroyed, that is). That's not the same as being in charge of wealth in general, any more than being the commander of a single Imperial Legion puts one in charge of all military forces in the Empire.

Also, there's no guarantee that you'll draw it and Path of Wisdom at the same time, although I grant that PoW has other applications.

Free gold has a pretty impressive history of shifting game balance. I dont think any of the costs are to steep for the potential gains, myself.
