This card got Steward of Law put on the RL for several months, and while I can't pretend to know the reasoning behind such decisions by the powers that be, I'm going to say its because a vocal minority of players cried and complained that it was going to lead to some negative Crane Murder everything deck that would be toxic for the game, so Steward got the axe.

DttD is a good card, that requires setup from another card or ring effect, it cost fate, and you need to have a bully tower to win it without spending a bunch of honor. If you like removal effects you will use it, if you don't you won't. Its not broken, its not omgzwtf strong. Its Noble Sacrifice but as a duel.
