Hightlight The Flaws (Crane Event)

I like the effect, but for 1 fate plus fire restriction... quite sure it's not enough.

1 fate to stop a province trigger is fair, and there are plenty of good targets for it. Fire Role only is a downside now that Station is on the RL. Its good not great, will make it in some decks.
