There is a darkness spreading through Rokugan. War is on the tip of everyone’s tongue and chaos has come to the Imperial Capital. Meanwhile, the Crab Clan fights valiantly to defend the Emerald Empire from the shadows spreading in the south. Hello next NPE card! Even if it is not as strong as you might initially think becuase only works in Dyn phase, it will completely change games (but not in an enjoyable way).

It's like a very restrictive (not Restricted) Way of the Crab.

Its strong, removing a character on their last turn in play, or after they have been saved by a Reprieve, Iron Mine, Kaede, etc is really good. It should be balanced by only being usable in the dynasty phase. Unlike having a DttD/Way of the Crab/NS type kill effect sitting in hand waiting for setup, this has to act a holding waiting for a target, so it may not always be worth losing the province production to have it sit there. The positive part is will be easy to read the board to know when to pitch and when to hold.
